Not all lamps sold in Europe must pass the ErP light efficiency threshold. The Single Lighting Regulation (EU) 2019/2020 clearly excludes some product categories, including solar lamps-also excluded pure battery-powered products without AC adapters, light sources with a luminous flux of less than 30 lm, and some special purpose light sources.

For off-grid projects such as rural roads, parks, temporary construction sites, and remote industrial parks, this exemption eliminates an entire layer of market access work. Self-contained solar street lights integrating photovoltaic panels and batteries do not need to be registered with EPREL like mains lights, nor do they bear the same A-G energy efficiency label obligations.

The cost: responsibility for performance issues shifted from regulators to purchasers. No certification guarantees that an all-in-one solar lamp will illuminate the road after a fourth consecutive cloudy day-depending on panel power, battery type and capacity, controller efficiency, and lighting strategy set for the site.

In other words, this part of the configuration work must be completed by the purchaser itself. Please request the system configuration basis: daily lighting duration, continuous rainy days, photovoltaic and battery configuration, and control strategy. A specification with only full lumen count is meaningless to the weather in February.
